On August 22, the government of Hainan Province issued a proposal on carbon peak implementation, pointing out that it plans to optimize the energy structure, develop renewable energy including wind, solar and biomass energy, promote nuclear power efficiently and increase the proportion of non-fossil energy in energy consumption
. Moreover, by 2025, it will increase installed PV capacity by 4GW, put 2 gigawatts of installed wind capacity into operation and lift the proportion of installed capacity of non-fossil energy to 55% . By 2030, non-fossil energy resources will be utilized fully and account for 75% of the total installed power generation capacity, initially forming a low-carbon energy ecosystem.
