EU launches first sunset anti-dumping review investigation on cold rolled flat steel products from China

On August 3, 2021, the European Commission announced that it would launch the first sunset anti-dumping review investigation on cold rolled flat steel products originating in China and Russia in response to the application submitted by the EUROFER on May 3, 2021. The EU CN (Combined Nomenclature) codes of the products involved are ex 7209 15 00 (TARIC code 7209 15 00 90), 7209 16 90, 7209 17 90, 7209 18 91, ex 7209 18 99 (TARIC code 7209 18 99 90), ex 7209 25 00 (TARIC code 7209 25 00 90), 7209 26 90, 7209 27 90, 7209 28 90, 7211 23 30, ex 7211 23 80 (TARIC code 7211 23 80 19, 7211 23 80 95 and 7211 23 80 99), ex 7211 29 00 (TARIC codes 7211 29 00 19 and 7211 29 00 99), 7225 50 80 and 7226 92 00. The dumping investigation period in this case is from July 1, 2020 to June 30, 2021, and the damage analysis period is from January 1, 2017 to the end of the dumping investigation period.
On May 14, 2015, in response to the application submitted on April 1, 2015 by the European Steel Association on behalf of more than 25% of cold-rolled steel plate manufacturers in the EU, the European Commission launched an anti-dumping investigation on cold-rolled flat steel products in China and Russia. On February 12, 2016, the EU made a preliminary anti-dumping determination and imposed provisional anti-dumping duties on cold-rolled flat steel products originating in China and Russia. On August 4, 2016, the European Commission issued the final anti-dumping ruling on cold rolled flat steel products originating in China and Russia.
