Brazil launches first anti-dumping sunset review investigation on seamless non alloy carbon steel pipes from China

On July 21, 2021, in response to the application submitted by a Brazilian enterprise on March 19, 2021, the Brazilian Foreign Trade Secretariat issued Notice No. 49 of 2021 in the Federal Register, saying that the first anti-dumping sunset review investigation on seamless non alloy carbon steel pipe with an outer diameter of no more than 374mm and a circular section originating in China was launched. The tax numbers of the products involved are 7304.31.10, 7304.31.90, 7304.39.10, 7304.39.20 and 7304.39.90. The products involved in the case do not include line pipes for oil or natural gas under tax No. 7304.1 and casing pipes for drilling and exploitation of oil and natural gas under tax No. 7304.2. The dumping investigation period of this case is from January 2020 to December 2020, and the injury investigation period is from January 2016 to December 2020. Except for another extension (maximum of 2 months), the final decision will be made within 10 months. The announcement took effect from the date of issuance.
On September 14, 2015, Brazil filed an anti-dumping investigation on seamless non alloy carbon steel pipes originating in China. On July 21, 2016, Brazil made an affirmative final judgment on the case and decided to impose an anti-dumping duty of USD1,009.29-1,356.90/mt on the products involved in the case, which is valid for five years until July 21, 2021.
