Ningxia authorities recently issued guidance and work plan on the dual control of total energy consumption and energy intensity for 2021. Highlights include:
1. Energy consumptions per GDP down by 3.3% in Ningxia; energy consumption increment not higher than 2.6 million tons of standard coal.
2. Halt unchecked constriction of projects with high energy consumption and high emission.
3. Eliminate outdated and excess production capacity.
4. Strictly implement differential electricity pricing policy and punitive pricing policy.
