On October 24, 1997, the United States formally imposed anti-dumping duties on cut-to-length carbon steel plates originating in China, Russia and Ukraine . The United States extended the time limit for imposing anti-dumping duties on the products involved in the case for the first time on September 17, 2003, after the United States made the first affirmative final determination on the sunset review of the above-mentioned products . On November 3, 2003, the United States terminated the agreement on the suspension of anti-dumping duty oncut-to-length carbon steel with China, and resumed the imposition of anti-dumping duty on the products involved in the case . After the final determination of the second sunset review on November 10, 2009 and the final determination of the third sunset review on December 21, 2015, the United States continues to impose anti-dumping duties on China's cut-to-length carbon steel, and at the same time extends the time limit for the suspension of anti-dumping duties on Russia and Ukraine's cut-to-length carbon steel.
