Water utilization in industries with overcapacity strictly controlled by MWR

Ministry of Water Resources (MWR) of the People’s Republic of China issued a notice on May 31st which specifically requires a strict control of project water utilization from industries with overcapacity for dissolving excess capacity and reducing outdated capacity; it also requires a production based on water supply in order to promote the optimization and adjustment of industrial distribution and structure.
According to the notice, the newly added projects from industries with severe overcapacity of iron & steel, cement, primary aluminum, plate glass and shipbuilding and so on as well as the new, revised or expanded projects adopting high water-consuming process, technology and equipment shall not, on principle, be allowed to go through the procedures for new water-drawing permit or the setting-up of sewage outlets on rivers. In addition, all applications for water-drawing permit for projects of newly built coal mine, technical transformation and capacity increasing (post-audit) will not be accepted on principle within three years starting from 2016 . Besides, a strict control of water utilization shall be made in industries with excess capacity of urea, ammonium dihydrogen phosphate, calcium carbide, caustic soda, PVC, sodium carbonate and yellow phosphorus, etc . What’s more, newly-built refining and chemical projects unlisted in the Layout Plan for Petrochemical Industry shall not be allowed to go through the procedures for new water-drawing permit or the setting-up of sewage outlets on rivers.
