On September 23rd, Qiu Qiwen, the Director General of Solid Waste and Chemicals Department of the Ministry of Ecology and Environment, organized the Secondary Iron and Steel Raw Materials national standard coordination meeting in Beijing.
Leaders and experts of the Ministry of Industry and Information Technology, General Administration of Customs, Chinese Research Academy of Environmental Sciences and China Association of Metal Scrap Utilization have fully discussed issues such as tax, customs code and variety structure, etc. of secondary iron and steel raw materials.
According to the meeting, the secondary iron and steel raw materials should be positioned as high-quality ones, which should not only be distinguished from the traditional solid waste such as scrap iron and steel, but also be consistent with the import management system reform of solid waste. At the same time, the operability of the standard and its coordination with the classification of customs codes should be fully considered, so as to facilitate the law enforcement and supervision of relevant departments.
Qiu Qiwen emphasized that in order to compile and complete the national standard of Secondary Iron and Steel Raw Materials well and quickly, the next step is to reverse the construction period of the compilation unit and perfect the standard text as soon as possible. Meanwhile, the Solid Waste and Chemicals Department of the Ministry of Ecology and Environment will cooperate with relevant departments to promote the early release and implementation of the standards.
