EU launches second review investigation on safeguard measures for imported steel products

On February 14, 2020, the European Commission issued a notice and decided to launch a second review investigation on the EU's safeguard measures for steel products
On March 26, 2018, the European Commission launched safeguard measure investigation on imported steel products. On July 18, 2018, the European Commission made a preliminary decision on the case . On January 4, 2019, the safeguard measures Committee of the World Trade Organization (WTO) issued the final notification of safeguard measures submitted by the EU delegation on January 2, 2019, and decided to levy 25% safeguard measures tax on imported steel products beyond the quota before February 4, 2019 . On May 17, 2019, the European Commission conducted the first review of this safeguard measure case and made a final decision on this case on September 26, 2019.

The main contents of this review investigation include: (1) quota quantity and allocation of some steel varieties; (2) Whether the traditional trade volume is occupied; (3) whether the countries that have signed bilateral preferential trade agreements with the EU will be adversely affected by safeguard measures; (4) whether the imports that enjoy the treatment of "developing countries of WTO" will continue to be exempted; (5) other situations that may lead to changes in quota volume and allocation . All interested parties may submit written opinions within 15 days after filing the case .
