Five departments of Sichuan, including Department of Ecology and Environment, Development and Reform Commission, Department of Economy and Information Technology, Department of Finance and Department of Transport, jointly issued List for Ultra-low Emission Transformation and Implementation in Iron and Steel Industry for Sichuan.
The list mentioned that those newly transformed or expanded iron and steel projects (including relocation and capacity transfer) should reach the ultra-low emission level. Relevant departments should promote existing iron and steel enterprises to implement ultra-low emission transformation and try to make over 80% capacities in iron and steel industry complete ultra-low emission transformation by the end of 2025.
The list clarified that ultra-low emission transformation for iron and steel enterprises means implementing upgrading and transformation in all production processes (including stock yard, sintering, pelletizing, coking, iron-making, steel-making, steel-rolling, self-owned power plant, etc.).
The list put forward requirements in nine aspects including making strict environmental access for newly transformed or expanded projects, orderly promoting ultra-low emission transformation in existing iron and steel enterprises, strengthening supervision on pollution emission of enterprises, rewarding and subsidizing ultra-low emission transformation, implementing differentiated electricity fee policy, executing tax cut policy for environmental protection tax and conducting differentiated environmental protection management policy.
