Shandong issues policy on differentiated off-peak production plans for autumn, winter 2019-2020

On October 25, 2019, the Department of Industry and Information Technology of Shandong Province and the Department of Ecology and Environment of Shandong Province jointly issued a notice on differentiated off-peak production plans for autumn and winter 2019-2020 targeting major industries including refractory, coking, alumina and primary aluminum, carbon, copper smelting, iron and steel and so on in Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou and Heze.
The off-peak production plan period, in theory, will begin on November 15, 2019 and end on March 15, 2020. The above-mentioned cities should set a detailed production scheme based on their air quality goals during the heating season and their predictions on heavy air pollution.
According to the notice, the off-peak production plan should be location-based and be made in a scientific way. Relevant cities should tighten control on the source of pollutant and a "one-size-fits-all" approach will be strictly prohibited.
