Tangshan tightens air quality strengthening and control measures

On 17 October, Tangshan municipal government released the "notice on further tightening current air quality strengthening and control measures". The details are as follows:
Based on the updated forecast from Ministry of Ecology and Environment and Department of Ecology and Environment of Hebei Province, moderate-to-heavy air pollution is expected on 18-22 October and PM2.5 will be the major pollutant. In order to guarantee the health of people, Tangshan municipal government decided to further tighten control measures besides emergency emission reduction of emergency response program for level II heavy-polluted air quality.
1. From 8:00 of 18 October to 8:00 of 22 October, port collecting and distributing vehicles (excluding those transporting livelihood materials) are banned from coming in and going out of the port area; all iron and steel, coking, cement, power and glass enterprises are required to ban heavy trucks from coming in and going out of plants (excluding those guaranteeing safe production); non-road mobile machineries (excluding motor machines) are banned in construction sites and companies.
2. From 0:00 of 18 October to 8:00 of October 22, on the premise of safe production, iron and steel enterprises in Kaiping district, Guye district, Fengnan district and Fengrun district that own one blast furnace are required to cut production by over 50% while others are required to run only one blast furnace (to maintain pipeline pressure and ensure other safety measures); from 20:00 of 20 October to 8:00 of 22 October, iron and steel enterprises are required to run only one sintering machine.
3. On the premise of safe production, coking enterprises are allowed to adjust coking and coal feeding schedule before 24:00 of 19 October; all coking enterprises are required to cut coal feeding by over 50% (incl.) to coking chamber from 0:00 of 20 October to 24:00 of 21 October; coking enterprises are required to continue carrying out emergency emission reduction of emergency response program for level II heavy-polluted air quality after 0:00 of 22 October.
4. From 0:00 of 18 October to 8:00 of 22 October, construction sites in Lu'nan, Lubei, Gaoxin and Kaiping are required to stop operation (key municipal engineering projects are allowed to conduct construction if they meet related requirements on dust pollution control).
