Changzhi releases 2019-2020 autumn/winter industrial enterprises staggering peak production control plan

On October 17, Changzhi released a plan for staggering peak production control of industrial enterprises in autumn and winter from 2019-2020. The plan asks that from October 1, 2019 to March 31, 2020, Changzhi should make production restriction measures for key industries such as iron and steel, coking, chemical and cement based on their pollution management and equipment level, highlight the key points for prevention and control, mine the potential of emission reduction and ensure the improvement of air quality.
Requirements for staggering peak production control in iron and steel industry:
(1) By the end of September 2019, all iron and steel enterprises that have installed CO automatic ignition device and ensured the normal operation of this device are not restricted in production. Enterprises haven't finished the installment are under production restriction and rectification.
(2) By the end of 2019, iron and steel enterprises that are 30km from Bayi Square and have finished ultra-low emission reform in an organized or unorganized manner should be under 50% production restriction; those haven't finished should suspend production for the reform.
(3) By the end of 2019, iron and steel enterprises that are out of 30km from Bayi Square and have finished ultra-low emission reform in an organized or unorganized manner should be under 30% production restriction; those haven't finished should suspend production for the reform.
The plan asks key enterprises in iron and steel, coking, nonferrous, power, chemical, coal and glass and others industries that are involved in transportation of commodities and products should implement staggering peak transportation. These enterprises should arrange transportation plan feasibly, put those high-emission vehicles aside and choose vehicles higher than National V emission standard. Enterprises that can use railway in transportation should use railway.
