China releases autumn/winter air pollution comprehensive control action plan for Beijing-Tianjin-Hebei region in 2019-2020

Ministry of Ecology and Environment published a comprehensive plan to control air pollution in Beijing, Tianjin, Hebei as well as surrounding areas which could experience heavy air pollution in autumn and winter.
The plan puts forward that by the end of December 2019, Tianjin should shut down one 588-cubic-meter blast furnace of the Rockcheck Group; Hebei should reduce its steel production capacity by 14 million tons; Shanxi should reduce its steel production capacity by 1.75 million tons; Hebei should reduce the use of pig iron blast furnaces for steel-making under 1,000 cubic meters and converters under 100t. By the end of December 2019, Hebei should finish the ultra-low emission transformation of 100 million tons in iron and steel industry and Shanxi should finish 15 million tons.
The plan clearly states that by the end of December 2019, Hebei should reduce its coke production capacity by 3 million tons; Shanxi should shut down and eliminate coke production capacity of 10 million tons; Shandong should reduce coking capacity by 10.31 million tons. In accordance with the target of coking production capacity to iron and steel production capacity ratio of around 0.4 by the end of December 2020, Hebei, Shandong and Henan should strengthen power to reduce the capacity of independent coking enterprises. As for anti-pollution of lime kiln, coking industry in all regions should comprehensively implement special emission limit of air pollution matters. Meanwhile, all coking furnaces over 5.5m should conduct dry coke quenching transformation.
