Jiangxi government issues another notice on strengthening rectification on rare earth market order

On August 27, the Department of Industry and Information Technology of Jiangxi Province issued a notice on continuing to rectify local rare earth industry order. In the notice, the Department required that rare earth resources should be mined in a planned way, rare earth mining and smelting should be strictly separated, industrial standards will be set up for used-resources recycling and consumption companies, and monitoring on market trading activities should be strengthened.
Main points included in the notice are as follows:
1. Administration on key links in rare earth mining and separation
(1) Ensure that rare earth resources are mined in a planned way, and any illegal mining activities such as licenseless mining, beyond-border mining, illegal out-sourced mining should be banned;
(2) Mining and smelting should be separated. China Southern Rare Earth Group Co., Ltd. ("CSRE") should put the list of its in-operation rare earth mines and all smelting plants under public review on a yearly basis, and all rare earth groups should integrate their plans on importing rare earth resources and processing imported rare earth resources into national mining and smelting plans;
(3) Standardize operation of rare earth companies on secondary resources recycling. Such companies can use rare earth functional materials and materials dismantled from used devices as their raw materials, forbidden to use rare earth ores (including imported rare earth ores), rare earth concentrate or chemicals as their raw materials;
(4) Strengthen monitoring on product trading activities
When rare earth companies which have mining quotas sell rare earth ores, or separation plants sell their products, they should provide VAT-included voices specialized for rare earth industry; and companies which have no rare earth mining quotas are not allowed to be engaged in rare earth ore business;
2. Enhance self-discipline of rare earth industry
(5) Enhance major rare earth groups' management and controlling capacities, and cultivate two or three leading companies on rare earth deep processing;
(6) Rare earth industrial association should work better by setting up industrial credit system and social responsibility reporting system, making regular assessments upon member companies' implementation of government policies, and revoking membership of companies involved in illegal activities;
3. Improve industrial production level
(7) Support CSRE in improving standards and criteria on rare earth mining and separation, and strengthen monitoring on mining and separation companies to control and reduce pollution on underground water and gas;
(8) Encourage application of deep-processed rare earth products.
