Liaoning eliminated 508 non-coal mining rights in 2018 and plans to cut 420 ones further in 2019. There are many small and scattered mining rights in Liaoning and the mining has greatly damaged the environment.
Based on Suggestions on Non-Coal Mines Treatment, the work starting from 2018 would end in 2022. Liaoning government would strictly permit non-coal mines and eliminate backward capacities in order to control mining rights.
