Rare earth, key minerals and other resources not inclued in the U.S. tariff list

On Monday evening, the U.S. Trade Representative Office announced a list of tariffs imposed on about $300 billion of Chinese imports to the United States.
Just last Friday, Robert Lighthizer, the U.S. trade representative, announced that Monday's list would be aimed at all Chinese products that have not yet been subject to tariffs.
However, the list shows that Robert Lighthizer 's "all" does not contain rare earth, key minerals and other resources, while excluding medicines and specific medical products from China.
The list published that night was 142 pages long, covering 3,805 products, including agricultural and livestock products, clothing, household goods, mobile phones, laptops and other consumer goods, with a maximum tariff of 25%.
However, the Office of the United States Trade Representative made it clear in its announcement that the products to be taxed did not include drugs, specific medical products, rare earth materials and key minerals.
As for how to implement it, the Office of the United States Trade Representative has announced a timetable:
Provision of evidence and materials for public hearings by 10 June;
To submit written opinions before June 17 and hold public hearings on the above list;
The rebuttal after the hearing was submitted before June 24.
