MIIT to enhance public supervision on rare earth groups' legal operation

On September 25, Raw Materials Department under Ministry of Industry and Information Technology of China (MIIT) issued a notice on regular publicity system of rare earth mines and smelting and separation companies (hereinafter referred to as notice), requiring further operation regulation of rare earth mines and smelting and separation companies under China Rare Metal and Ree Co., Ltd., China Minmetals Rare Earth Co., Ltd., China Northern Rare Earth (Group) High-tech Co., Ltd., Xiamen Tungsten Co., Ltd., China Southern Rare Earth Group Co., Ltd. and Guangdong Rare Earths Industry Group Co., Ltd.
According to the notice, the six rare earth groups should conduct publicity of their affiliated rare earth mines and smelting and seperation companies on their websites in Q1 of every year (before October 15 for 2018 publicity).
Rare earth miners should make publicity of name, mining license and location of mine in operation and whether to be allocated of annual mining quota.
Smelting and separation companies should conduct publicity of name, location, and production state and whether to be allocated of annual smelting and separation quota.
In order to enhance supervision on rare earth mines and smelting and separation companies, regulate production and operation order and provide convenience of management for related departments under the State Council and local authorities, MIIT decides to set up regular publicity system of rare earth production enterprises. Relevant issues are as follows:
1. The scope of publicity: the list of rare earth mines and smelting and separation companies under the six rare earth groups.
2. The content of publicity
(1) Rare earth miners should make publicity of name, mining license and location of mine in operation and whether to be allocated of annual mining quota.
(2) Smelting and separation companies should conduct publicity of name, location, and production state and whether to be allocated of annual smelting and separation quota.
3. The time and form of publicity
The six rare earth groups should make publicity on their website in Q1 of each year.
They should finish 2018 publicity before October 15 and conduct following publicity based on the publicity time.
4. Requirements
(1) The publicity information should be true.
(2) Related provincial and (regional) authorities of industry and information technology should strengthen supervision.
(3)Member companies of inter-ministerial coordination mechanism for rare metals will conduct spot check on enterprisers of publicity, and deal with illegal companies.
