Beijing-Tianjin-Hebei to further control air pollution in autumn and winter

On 27 September, Ministry of Ecology and Environment (MEE) released the 2018-2019 action plan on controlling air pollution in Beijing-Tianjin-Hebei and surrounding areas in autumn and winter, requiring authorities in such areas to further improve air quality besides maintain current achievements. From 1 October, 2018 to 31 March, 2019, the average concentration of PM2.5 is expected to decrease by about 3% YOY and the total days of heavy pollution or more severe are expected to go down by around 3% YOY.
According to the plan, air pollutant special emission limits for thermal power, iron & steel, petrochemical, chemical, non-ferrous (excluding alumina) and cement industries and industrial boilers should be conformed strictly from 1 October, 2018. Restrictions for ecological protection will be determined before end of this year. Relocation and shut-down of heavy pollution units in urban areas are also in the list, resulting in relocation of cement, glass, coking, chemical and other heavy pollution enterprises.
Besides, coking and iron & steel capacities will also be strictly controlled.
The plan covers Beijing-Tianjin-Hebei and surrounding "2+26" cities.
