US issues preliminary CVD determination on steel wheels from China

On August 27, 2018, the Department of Commerce of US issued the preliminary countervailing duty (CVD) determination on steel wheels imported from China, assigning a preliminary subsidy rate of 58.75 percent for mandatory respondent Xiamen Sunrise Wheel Group Co., Ltd., 172.51 percent for Zhejiang JinguCompany Limited and Shanghai Yata Industry Company Limited, and 58.75 percent for all other producers and exporters from China. Commerce expects to make the final determination on January 8, 2019. Involved product was under HTSUS codes 8708.70.4530, 8708.70.4560, 8708.70.6030, 8708.70.6060, 8716.90.5045 and 8716.90.5059 and some under 4011.20.1015, 4011.20.5020 and 8708.99.4850.
On April 17, 2018, Commerce initiated AD and CVD investigations on steel wheels imported from China in response to the application lodged by Accuride Corporation and Maxion Wheels Akron, LLC on March 27, 2018. On May 10, 2018, USITC made preliminary AD and CVD industry injury determination on imports of steel wheels from China through vote. According to the statistics from US, imports of steel wheels from China were valued at USD388 million.
