Ministry of Natural Resources and Ministry of Industry and Information Technology released the notice of overall mining quota of rare earth ore and tungsten ore in 2018. The details are as follows:
In order to protect and rationally develop superior minerals, the overall mining volume of rare earth ore and tungsten ore in 2018 will be further controlled according to relative regulations. After study, the overall mining quota in 2018 is as follows:
1. The total mining quota of national rare earth ore (REO) is 120,000t in 2018, 19,150t of which is ionic rare earth ore (mainly middle and heavy rare earths) and 100,850t of which is light rare earth ore. The total mining quota of tungsten concentrate (containing 65% tungsten trioxide) is 100,000t, 76,150t of which is from main mining quota and 23,850t from recycle.
2. Relative provincial natural resource departments should distribute the quota strictly according to the requirement and allocate the quota of rare earth ore and tungsten ore to cities, counties or companies within 30 working days. The total mining volume of rare earth ore will be issued to mining companies under six rare earth groups. Natural resource departments in county-level should sign letters of responsibility with mining companies to clarify rights, obligations and liabilities for breach.
3. Local natural resource departments should lead miners to carry out system of monthly rare earth ore report and quarterly tungsten ore report and release them on the internet timely, accurately and formally. Measures should be taken to strengthen the check and inspection of rare earth ore and tungsten ore quota.
4. Local natural resource departments should strengthen communication with MIIT; local industry and information departments should coordinate with natural resource departments and share information to manage the supervision of rare earth ore and tungsten ore mining quota control.
