US releases final AD industrial injury determination on stainless steel flanges from China

On July 13, 2018, USITC commissioners voted to decide the final AD (anti-dumping duty) industrial injury determination on stainless steel flanges imported from China with five of them voting in the affirmative, believing that involved products from China materially injured US industry. According to the positive determination, US Department of Commerce (Commerce) will levy duty on stainless steel flanges imported from China. Involved products were under HTSUS codes 7307.21.1000 and 7307.21.5000.
On September 6, 2017, Commerce initiated AD and CVD (countervailing duty) investigations on stainless steel flanges imported from China and India in response to the application lodged by US flange producer Coalition of American Flange Producers and its member enterprises Core Pipe Products, Inc. and MaassFlange Corporation on August 16, 2017. On September 29, 2017, USITC made positive preliminary AD and CVD industrial injury determinations on involved products imported from China and India. On March 20, 2018, Commerce conducted preliminary AD determination on stainless steel flanges imported from above two countries, and on June 5, 2018, it made final AD determination on involved products imported from China.
