2 Economy and Policy
2.1 China to scale up medium and long-term lending toward manufacturing sector
China is ready to unleash the potential of consumption further and create a consumption supply system of high-quality, said an official from the National Development and Reform Commission (NDRC) at a news conference held on October 17. According to NDRC, new efforts will be put in place to stabilize and expand investment in manufacturing. Efforts will also be made in providing more medium- and long-term loans towards manufacturing to realize high-quality growth of the sector.
2.2 China H1 foreign trade exceeds 20 trillion yuan for first time
China's total goods imports and exports volume rose by 2.1% year-on-year to 20.1 trillion yuan (2.81 trillion U.S. dollars) in the first half of 2023, and it is the first time the country's foreign trade volume exceeded the 20 trillion yuan mark in the January-June period, according to the General Administration of Customs. In the first six months, China's exports hit 11.46 trillion yuan (1.6 trillion U.S. dollars), up by 3.7% YoY, while imports slightly declined by 0.1% YoY to 8.64 trillion yuan (1.21 trillion U.S. dollars).
2.2 China reports reserve increase in 40% of minerals in 2022
Reserves of almost 40% of minerals in China increased in 2022, according to the latest version of national mineral resources report issued by the Ministry of Natural Resources. The report noted that substantial growth in reserves was registered for copper, lead, zinc, nickel, cobalt, lithium and other minerals in 2022. A total of 132 mineral deposits were newly discovered last year. As of the end of 2022, a total of 173 kinds of minerals had been found in China, including 13 energy minerals, 59 metallic minerals, 95 nonmetallic minerals and 6 groundwater and gas minerals, according to the report. In 2022, China's investment in the geological exploration of oil and gas and non-oil and gas minerals both increased, and important progresses were made in the exploration of strategic minerals such as gold, lithium and fluorite. In 2022, fixed asset investment in China's mining sector continued to grow by 4.5% over the previous year, and the output of main mineral products maintained growth.

4.1 Jiaozuo Dehang resumed white fused alumina production
Jiaozuo Dehang Abrasive Materials Co., Ltd., a primary white fused alumina supplier from Henan, resumed their white fused alumina production since 1st October, expecting to produce about 1,000t this month. "We halted production in late May as we have to avoid inventory accumulation because of the sluggish market demand and we resumed production since early October as the market demand turn better this month", a source from the company disclosed, noting that they expect to produce about 1,000t in October. With a production capacity of 68,000tpy, they produced about 10,000t in 2022 and produced about 4,000t so far in the year of 2023. Currently they keep an inventory of only 200t.
4.2 Xingyang Tenai resumed white fused alumina production
A primary white fused alumina producer from Henan, Xingyang Tenai Abrasive Materials Co., Ltd., resumed their white fused alumina production on 3rd October, predicting to produce about 1,000t this month. "Due to the sluggish market demand, we halted production in early June to avoid stocks accumulation. As the market demand recovered, we resumed production in early October", an insider from the company disclosed, noting that they plan to produce about 1,000t in October. Having a yearly production capacity of 36,000t, they held an output of about 7,000t in the previous year and only produced about 2,000t so far in 2023 due to the sluggish demand. Currently they hold an inventory of nearly 300t.
4.3 Jiyuan Jieda resumed brown fused alumina production
Jiyuan Jieda Abrasive Materials Co., Ltd., a brown fused alumina producer from Henan, resumed their production on 3rd October after suspension for over 5 months, expecting an output of almost 1,000t this month. "We halted production in mid April due to the weak market demand and high stocks pressure. And we resumed production in early October as the market demand turn better", a source from the company disclosed, noting that they plan to produce about 1,000t this month. Having an annual production capacity of 27,000t, they produced about 3,000t last year and only produced about 2,000t this year so far due to weak market demand. Currently they hold an inventory of almost 300t.
4.4 Luoyang Zhan'ao resumed brown fused alumina production
Luoyang Zhan'ao New Materials Co., Ltd., as a major brown fused alumina producer in Henan, resumed their production for brown fused alumina on 3rd October, expecting an output of nearly 1,000t in October. "Although we only have one furnace in operation this year, given the worse and worse sales, we had to suspended production in late June. As the market demand turn better in September, we resumed production on early October", a source from the company disclosed, noting that they expect to produce about 1,000t this month. Having an annual production capacity of 30,000t, they produced about 10,000t in the previous year and produced about 5,000t so far in 2023. Currently they hold an inventory of only 200t.
4.5 Ruyang Ruilong resumed brown fused alumina production
A major producer of brown fused alumina from Henan, Ruyang Ruilong New Materials Co., Ltd., resumed their brown fused alumina production on 10th October and they plan to produce about 1,000t in October. "Given the weak market demand, we halted production in early July to avoid inventory accumulation and we resumed production about a week ago as the market demand slowly recovered", a source from the company disclosed, noting that they expect to produce around 1,000t this month. Having an annual production capacity of 60,000t, the company produced about 12,000t last year and only about 5,000t so far in 2023 due to the extremely sluggish market demand. Currently they hold an inventory of nearly 800t, down by 400t MoM.
4.6 Luoyang Sansheng resumed brown fused alumina production
As a primary brown fused alumina producer in Henan, Luoyang Sansheng New Materials Co., Ltd., resumed their brown fused alumina production on 10th October after a suspension of one month, expecting an output of nearly 800t in October. "We suspended our production on 7th September due to the thin profit as our buyers refused higher prices. But as the market prices increased, we resumed production on 10th October", a source from the company disclosed, noting that they plan to produce about 800t this month. Having a yearly production capacity of 30,000t, they produced about 8,000t in the year of 2022 and produced about 6,000t so far this year. They currently keep an inventory of nearly 800t.
4.7 Guxian Baige to resume brown fused alumina production
Guxian Baige Senrun Abrasive Grinding Tools Co., a major producer in Shanxi, expects to resume brown fused alumina production within two weeks, predicting to produce about 1,000t in October. "We suspended production in early June due to the sluggish market demand and thin profit. Currently as the market demand recovers, we plan to resume production in early November", a source from the company revealed, noting that they plan to produce about 1,000t next month. The company has a 5,000kVA and a 10,000kVA furnace, with an annual production capacity of 40,000t. They produced around 16,000t last year and produced about only 4,000t so far in 2023. They hold around 500t in stock at the moment.
4.8 Guizhou Jinyi resumes brown fused alumina production
As a major brown fused alumina producer in Guizhou, Guizhou Jinyi Abrasive Materials Co., Ltd. resumed their brown fused alumina production about a week ago on 15th October after a suspension of over four months, predicting an output of nearly 500t in October. "We suspended production since early June because of the sluggish market demand. However, in light of the dropped electricity charge and inquiries from our clients, we resumed production since mid-October", an insider from the company stated, noting that they predict to produce about 500t in October. Having an annual production capacity of 45,000t, they produced about 5,100t in 2022 and they produced about only 1,300t so far this year because of the sluggish market demand. They currently have an inventory of only 100t.
4.9 Xingyang Yongsheng to resume white fused alumina production
As a white fused alumina producer in Henan, Xingyang Yongsheng Abrasive Materials Co., Ltd., plans to resume their white fused alumina production since November, expecting an output of nearly 1,000t next month. "Because of the sluggish market demand, we stopped our production in early September to control costs. However, as the market demand recovers, we plan to resume our production since early November", a source from the company revealed, noting that they expect to produce around 1,000t in November. With an annual production capacity of 14,600t, they produced about 11,000t in 2022 and only produced about 4,400t so far this year due to the sluggish demand. Currently they hold no inventory at all.
