China tightens export controls on some graphite materials

China will impose restrictions on exports of some graphite products in a bid to protect national security, according to a joint announcement from the Minister of Commerce and the General Administration of Customs.
Under the new restrictions, export of graphite items, including high-purity (>99.9%), high-hardness (flexural strength>30Mpa) and high intensity (>1.73g/cm3) synthetic graphite material and its products, and natural flake graphite and its products (including spherical graphite and expanded graphite), will require dual-use export licenses from the Ministry of Commerce, while the temporary controls on other graphite products will be dropped.
The new export measures will take effect on December 1, 2023.
