Shanghai bans new capacity in steel industry

Shanghai aims to peak carbon emissions for its industrial sector by 2030, according to an implementation plan issued by local authorities.
The plan proposes that the city cut the energy consumption of industry above designated scale by 14% from the 2020 level by 2025, and carbon emission intensity per tonne of steel from the iron and steel industry should be decreased by 15% from the 2020 level by 2030, while the total carbon emission from petrochemical and chemical industries should remain unchanged with energy consumption intensity decreasing further.
As part of the implementation plan, Shanghai vows to strictly prohibits new steel capacity and will ensure that crude steel production keeps declining. The city pledges to promote short-process steelmaking, improve recycling of steel scrap, and expedite the transition to electric furnace from blast furnace . It aims to increase the scrap ratio to 30% by 2030.
