Coal mines with permission to increase production capacity should take the responsibility to ensure a stable supply of thermal coal, and new capacity approved must be released via medium and long-term contracts in accordance with the national policy, according to a notice jointly issued by four Chinese authorities, including the National Development and Reform Commission, China's top economic planner, and the National Energy Administration, the country's top energy regulator.
