China to prohibit steel, primary aluminum, alumina and coal chemical production capacity in key areas from increasing

China's Central Committee of Communist Party and State Council issued suggestions on fighting against pollution. According to the suggestions, China must resolutely curb the blind development of high-energy-consumption and high-emission projects, strictly control the threshold of these projects, strictly implement the requirements for reducing emission in pollutant discharging areas and resolutely stop approval and construction of projects that do not meet the requirements. Meanwhile, China should eliminate backward production capacity and resolve excess production capacity in accordance with laws and regulations and promote the transformation of blast furnace-converter long-process steelmaking into electric furnace short-process steelmaking. In key areas, China will prohibit steel, coking, cement clinker, plate glass, primary aluminum, alumina and coal chemical production capacity from increasing, reasonably control the scale of coal-to-gas production capacity and strictly control the increase of oil-refining capacity.
