China strictly controls coal consumption growth during 14th Five-Year Plan Period

On November 7th, China's Central Committee of Communist Party and State Council issued suggestions on fighting against pollution.
The suggestions makes it clear that China should, on the premise of ensuring sufficient energy supply, speed up the pace of cutting coal consumption and replace coal with renewable energy. During the 14th Five-Year Plan Period, China should strictly control the increase of coal consumption, raise the consumption proportion of non-fossil energy to about 20%, cut the coal consumption in Beijing-Tianjin-Hebei and surrounding areas and the Yangtze River Delta region by about 10% and 5% respectively and realize the negative growth of coal consumption in Fenwei Plain.
Meanwhile, self-owned coal-fired power generation units are not allowed to be added in principle and are encouraged to replace coal with clean energy, and self-owned power plants are encouraged to change into public power plants.
