MEE: one-size-fit-all policy prohibited in autumn-winter air pollution prevention and control

In response to the prevention and control of air pollution in the autumn and winter of this year, Wu Xianfeng, deputy director of the Department of Atmospheric Environment of the Ministry of Ecology and Environment (MEE) and a first-level inspector, said on October 29th that this year's autumn and winter air pollution prevention and control work will be more precise, scientific and law-based, and the one-size-fit-all policy will be resolutely prohibited. It is clearly required that localities must firmly prevent perfunctory response and temporary measures, such as blind shut down, in order to complete the target task.
Specifically speaking, cities involved in the air pollution prevention and control work in this autumn and winter have been adjusted. In previous years, a total of 80 cities above the prefecture level in the Beijing-Tianjin-Hebei and surrounding areas, the Fenwei Plain and the Yangtze River Delta were involved in the air pollution prevention and control work, but the work this year only focuses on 59 cities. Besides 39 cities in the Beijing-Tianjin-Hebei and surrounding areas and the Fenwei Plain, 3 cities in northern Hebei, 3 cities in northwestern Shanxi, 6 cities in southeast Shandong and 8 cities in southern Henan are added this year. This is adjusted based on the new characteristics of air pollution, the characteristics of urban pollution in autumn and winter and the laws of regional transmission.
In addition, the air pollution prevention and control measures this year are more precise and targeted. For example, 59 cities are required to realize two air pollution prevention and control targets, namely the PM2.5 control concentration and the number of days with heavy pollution.
