China issues notice on off-peak steel production in Beijing, Tianjin, Hebei and surrounding areas

The Ministry of Industry and Information Technology and the Ministry of Ecology and Environment recently issued a notice on implementing staggered production of iron and steel industry in 2021-2022 heating season in the Beijing-Tianjin-Hebei region and surrounding areas.
According to the notice, iron and steel companies in "2+26 cities" including Beijing, Tianjin, Hebei's Shijiazhuang, Tangshan, Handan, Xingtai, Baoding, Cangzhou, Langfang, Hengshui and Xiong'an New Area, Shanxi's Taiyuan, Yangquan, Changye and Jincheng, Shandong's Jinan, Zibo, Jining, Dezhou, Liaocheng, Binzhou and Heze, Henan's Zhengzhou, Kaifeng, Anyang, Hebi, Xinxiang, Jiaozuo and Puyang (including Hebei's Dingzhou, Xinji and Henan's Jiyuan) are required to commence off-peak production from November 15, 2021 to March 15, 2022. Iron and steel companies in Chengde, Zhangjiakou, Qinhuangdao, Linfen, Rizhao, Linyi, Weifang and Taian shall also launch off-peak production.
The notice pointed out that the first stage of the plan is from November 15, 2021 to December 31, 2021, which will ensure the completion of crude steel production reduction tasks in the above-mentioned regions. The second stage is from January 1, 2022 to March 15, 2022, with the goal of reducing the increase in air pollutant emissions during the heating season . In principle, the staggered production ratio of iron and steel enterprises in the relevant regions shall not be less than 30% of the crude steel output in the same period of the previous year.
