U.S. launches sunset review investigation on hot-rolled steel flat products

On September 1, 2021, the U.S. Department of Commerce issued an announcement to initiate the sunset review investigation of anti-dumping on hot-rolled steel flat products imported from Australia, Brazil, Japan, South Korea, the Netherlands, Russia, Turkey and the United Kingdom, and the first sunset review investigation of countervailing on hot-rolled steel flat products imported from Brazil and South Korea. At the same time, the US International Trade Commission (ITC) launched the sunset review of anti-dumping and countervailing industrial injury investigation on the case to examine whether the material injury caused by the import of the products involved to the domestic industry of the United States will continue or recur within a reasonably foreseeable period if the current anti-dumping and countervailing measures are canceled.
On August 31, 2015, the U.S. Department of Commerce filed an anti-dumping investigation on hot-rolled steel flat plates originating in Australia, Brazil, Japan, South Korea, the Netherlands, Turkey and the United Kingdom, and a countervailing investigation on products involved in Brazil, South Korea and Turkey. The US Department of Commerce made preliminary determinations on countervailing and anti-dumping in the case on January 8, 2016 and March 14, 2016 respectively. On August 5, 2016, the U.S. Department of Commerce made an affirmative final anti-dumping determination on hot-rolled steel flat plates from Australia, Brazil, Japan, South Korea, the Netherlands, Turkey and the United Kingdom, and final affirmative countervailing determination on hot-rolled steel flat plates from Brazil, South Korea and Turkey. On October 3, 2016, the United States issued countervailing duty orders on the products involved in Brazil and South Korea, and anti-dumping duty orders on the products involved in Australia, Brazil, Japan, South Korea, the Netherlands, Turkey and the United Kingdom.
