UK makes final ruling on safeguard measures for imported certain steel products

On May 21, 2021, the WTO Committee on Safeguards released the safeguards notification submitted to it by the UK delegation. TRID of UK made a final ruling on safeguard measures for imported certain steel products. It recommended the Secretary of State for International Trade of UK to implement a three-year safeguard measure in the form of quotas for the products involved in the case from July 1, 2021. The quotas would be managed quarterly, which increase 3% annually. A 25% tariff would be imposed on the out-of-quota imported products involved and the implementation of measures will be determined by the Secretary of State for International Trade. Involved products include UK tax numbers 7208 10 00, 7209 15 00, 7210 20 00, 7210 70 80, 7209 18 99, 7208 51 20, 7214 30 00, 7214 20 00, 7222 11 11, 7221 00 10, 7213 10 00, 7216 31 10, 7306 30 41, 7306 61 10, 7305 11 00, 7306 11 10 and 7217 10 10.
On March 26, 2018, European Commission announced to initiate a safeguard measures investigation on imported steel products. On January 4, 2019, the WTO Committee on Safeguards released that EU decided to impose a 25% safeguarding duty on out-of-quota imported steel products. On February 14, 2020, European Commission announced to launch the second review investigation on the case of safeguard measures for steel products of EU. On October 1, 2020, in response to the application from the Secretary of State for International Trade, UK initiated a transitional investigation into the safeguard measures for imported steel products, to examine whether the UK's safeguard measures for steel products should be adjusted, postponed or cancelled after the transition period of its "Brexit" at 23:00 GMT on December 31, 2020.
