    It is learned from the Department of ecological environment of Shanxi that according to the implementation plan of "highway to railway" recently issued by Shanxi, all coal and coke out of the province should be transported by railway.

    Shanxi will promote the railway transportation of bulk goods and basically form a freight transportation pattern dominated by railways.
