Recently, National Development and Reform Commission (NDRC) released a notice and decided to take the supportive two-part electricity policy during the epidemic period to lower the power cost of enterprises and help enterprises make it through.
As required by the notice, NDRC will relax requirements on changing cycle of capacity or demand electricity charging mode and time limit of capacity reduction or suspension for enterprises that cannot keep normal production or resume production during the epidemic period. Electricity users can apply for capacity reduction, suspension, resumption of capacity reduction and resumption of suspension from the day that the notice was released . Users that apply for changes are not restrained by the condition that "suspension should be no less than 15 days" and those apply for reduction are only charged of capacity or demand electricity charge . Enterprises that halted operation and production for the epidemic can enjoy a properly longer exemption period.
According to the notice, enterprises that expand production capacity to meet the need of epidemic prevention and control and originally chose to pay capacity or demand electricity charge based on maximum demand volume in the contract are not limited by the maximum demand volume stipulated in the contract and will be charged on the basis of actual consumption for the volume that goes beyond the stipulated maximum volume.
