  • Chinese authorities issue Catalogue of Commodities Subject to Export License Administration (2020)

    On December 31, 2019, the Ministry of Commerce of China and the General Administration of Customs of China together issued the Catalogue of Commodities Subject to Export License Administration (2020) which took effect on January 1, 2020. Highlights include:

    1. Application for License

    (1) The Catalogue covers 43 commodities for export. Relevant foreign trade companies should apply for Export Licences of The People's Republic of China ("Export Licences") from the Ministry of Commerce or local administrative departments of commerce entrusted by the Ministry of Commerce.Asian Metal Copyright The Export Licenses are used for customs clearance.Asian Metal Copyright The Export Licenses are used for customs clearance.

    (2) Companies that export natural sand (including standard sand), bauxite, phosphate ore, magnesia, talc lump (powder), fluorspar, rare earth, tin & tin products, tungsten & tungsten products, molybdenum & molybdenum products, antimony & antimony products, coke, silicon carbide, ozone-depleting substance, indium & indium products, and some automotive parts need to apply Export Licenses in accordance with the regulations.

    (3) Companies that export cerium and cerium alloys (granule<500μm), tungsten and tungsten alloy (granule<500μm), zirconium and beryllium don't have to apply for the Export License, but still need to apply for Export License for Dual-use Items and Technologies of PRC.

    2. Port of Clearance

    (1) In order to maintain order of export operation, designated port management is implemented for licorice, licorice products and natural sand (for Taiwan, Hong Kong and Macao regions).

    (2) No designated port management is implemented for export of magnesia, rare earth, antimony & antimony products, etc.

    3. Other Items

    (1) Ferroalloy companies should apply for Export License based on effective export contracts.

    (2) Suspension of notice [Issue No. 70 2004] about strengthening export management of caustic calcined magnesia and dead burned magnesia.
