New refractory industry policy to be carried out in China

NDRC (National Development and Reform Commission) announced on October 30th that the Industrial Structure Adjustment Guidance Catalog (2019 Version) was reviewed and approved on August 27th, 2019, and will be carried out from January 1st next year, when the Industrial Structure Adjustment Guidance Catalog (2011 Version) will be abolished.
It's learned that the Industrial Structure Adjustment Guidance Catalog (2019 Version) is composed of regulations on three varieties, namely the varieties that are encouraged, restricted and eliminated.
The variety that is encouraged mainly refers to technologies, equipment, products and sectors that significantly contribute the socioeconomic development and can stimulate people to pursue better life and realize high-quality development.
The variety that is restricted mainly refers to production capacities, producing technologies, equipment and products that can't meet relevant regulations on industrial accession conditions, are forbidden from being expanded and constructed and need to be upgraded.
The variety that is eliminated mainly refers to producing technologies, equipment and products that can't meet requirements on safety production, cause serious resource waste and pollution and need to be eliminated. In addition, the NDRC lists the variety that can meet relevant laws and regulations but doesn't belong to the above three varieties as the variety that is permitted.
The details about the varieties that are encouraged, restricted and eliminated are as follows:
The variety that is encouraged:
(1) Producing technologies used to produce energy-conserving and environment-friendly refractories applied in coke furnaces, blast furnaces and BHL hot air furnaces; producing technologies used to produce refractories (low carbon or without carbon) and heat insulating materials for steel refining as well as functional environment-friendly refractories for high-effect continuous casting.
Fused zirconia alumina used in glass melting furnaces and high-grade alkaline refractories (without chrome) with a long life period of no less than 12 years.
The variety that is restricted:
(1) Refracories that contain chrome.
The variety that is eliminated:
(1) Production lines for refractories used in coal-burning down-draft kilns and raw material products will be eliminated before December 31st, 2020.
(2) Production lines for refractories used in coal-burning down-draft kilns and raw materials products.
