Jincheng government recently issued an action plan on the comprehensive air pollution control for autumn and winter 2019-2020.
The plan calls for a structure adjustment in heavy-pollution industry. By the end of December 2019, five casting companies are required to complete relocation to new sites; coal production capacity of 2 . 85 million tonnes per year should be reduced; coking capacity of 400,000tpy should be cut according to another action plan released by Shanxi government; a detailed action plan on cutting down excessive coking capacity in Jincheng should also be made.
The plan also promotes the upgrade of traditional industrial clusters, including casting, refractory, ferroalloy, carbon, coal washing and so on. Relevant industries shall set concrete goals for the upgrade.
In addition, iron and steel companies are required to make ultra-low emission transformation through adherence to high standards. A policy incentive mechanism will be set for companies that meet the standards after assessment.
Other requirements include a comprehensive control on air pollution from industrial furnaces and kilns, a faster construction of special railway line, as well as a substantial increase in cargo volume by rail.
