Liaoning to finish comprehensive remediation tasks on open pit mines before late 2020

The Department of Natural Resources, the Department of Ecology and Environment, the Department of Emergency Management and the Bureau of Forestry and Grassland of Liaoning Province jointly issued Schemes on Comprehensive Remediation of Open Pit Mines (hereinafter referred to as the Schemes) in Liaoning recently. According to the Schemes, Liaoning will finish surveys on open mines before the end of 2019, register and summarize the information of mines one by one, ensure the formulation of standing books for all mines, make mine remediation lists and conduct law-based comprehensive remediation and ecology restoration on open mines so as to complete comprehensive remediation tasks on open mines before the end of 2020.
The Schemes will, in accordance with the status quo mineral resources in Liaoning, strictly carry out mineral resource plans, set up severe access conditions and make appropriate mining rights, aiming to make the development layout of developing mineral resources in this province more reasonable through measures, such as strengthening controls, reducing stocks, integrating resources and adjusting structures, and at the same time give priority to improve contiguous development areas for opens mines, especially concentration areas for small open pit mines.
New open mine projects are not allowed to be launched in principle in key cities with Shenyang as the center, including Shenyang, Anshan, Fushun, Benxi, Liaoyang and Tieling. As for those projects that must be established, the construction won't be allowed until they are approved on the premise that related requirements on ecological and environmental protection, mineral resource plans and indicators on building green miners can be met. In addition, if other regions want to embark on new open mine projects, they also have to meet requirements on ecological and environmental protection, mineral resource plans and indicators on building green miners.
