Quanzhou issues reform and implementation scheme for ultra-low emission in iron and steel industry

Recently, Quanzhou issued Reform and Implementation Scheme for Ultra-low Emission in Iron and Steel Industry in Quanzhou. The scheme mentioned that newly-built (including relocated) iron and steel projects should realize ultra-low emission in principle. The existing iron and steel enterprises should propel reform of ultra-low emission step by step, generally finish the upgrading and reform of all links in the production chain (including stock yard, sintering, pelletizing, coking, iron-making, steel-making, steel-rolling, self-owned power plant, etc.) and ensure the organized or unorganized emission and transportation of air pollutants meet related indicators and requirements before the end of 2025.
Specific requirements: before August 26, 2019, enterprises or facilities that are outdated or do not meet the relevant mandatory standards should be resolutely eliminated according to the law and no ultra-low emission reform is required. Before the end of 2019, iron and steel enterprises should develop a comprehensive reform plan for ultra-low emission in accordance with the scheme's objectives and requirements. Before the end of 2021, organized emission sources of iron and steel enterprises' sintering and pelletizing processes should generally complete ultra-low emission reform. Before the end of 2023, organized emission sources and material storage of iron and steel enterprises' coking, iron-making, steel-making process should generally complete ultra-low reform. Before the end of 2025, organized emission sources and material transport in other processes, unorganized emissions in production processes and bulk material product transportation for iron and steel enterprises should generally complete ultra-low emission reform, and the pollution discharge monitoring and control system should be established.
