Zhejiang may accelerate relocation or shutdown of steel mills in urban built-up areas

Recently, Zhejiang Environmental Protection Bureau released the notice on seeking public opinions in extra-low emission transformation and implementation plan for iron and steel industry of Zhejiang.
According to the notice, all newly-build iron and steel projects in Zhejiang, including relocation projects, must meet the requirements on extra-low emission and undergoing extra-low emission transformation of steel mills will be carried forward. Zhejiang aims to make significant achievements by the end of 2020 and finish transformation for most steel mills by the end of 2022, excluding steel mills and facilities that are shut down or relocated before the end of 2025 . The province requires all local steel mills to meet requirements on extra-low emission by 2025, promoting high-quality and sustainable development of the industry.
Zhejiang will also strictly control the scale and production capacity of iron and steel industry by tightening access conditions for new reconstruction and expansion projects, banning newly-built smelting capacity, implementing capacity replacement methods, encouraging steel mills to replace blast furnace and converter long process with electric furnace short process, eliminating outdated capacities and facilities that cannot meet related compulsory requirements, accelerating relocation or shutdown of steel mills in urban built-up areas and stopping illegal production.
