In the CVD investigation, the Commerce found that critical circumstances with regard to imports of abovementioned steel wheels from China existed for above Chinese enterprises in order to evade the affirmative preliminary determination in CVD.

On August 29, 2018, the Commerce announced the initiation of anti-dumping duty (AD) investigation and CVD investigation.
