Xuzhou to close all independent iron smelters by the end of 2018

Recently, the General Office of Jiangsu Provincial Committee and the Jiangsu Provincial Government officially issued the suggestions of speeding up the upgrading and high-quality development of chemical, iron and steel, and coal industries (hereinafter referred to as the Suggestions) and put forward clear requirements and guarantee measures for reducing capacity of steel and coking industries and adjusting the layout.
Firstly, Xuzhou will fully reduce crude steel capacity and deepen energy conservation and environmental protection. The total crude steel capacity will be limited to 115 million tons to achieve the goal of de-capacity of 17.5 million tons during the 13th five-year plan period.
Secondly, Xuzhou will accelerate the building of a new pattern of coordinated development along the river and sea. In principle, all steel smelting projects forced to be relocated and to conduct capacity acquisition or replacement are only allowed to be relocated in coastal areas guided by the plan of constructing high-quality coastal steel base based on high starting point and high standard. By 2020, two clusters of iron and steel industry will be initially formed along the river and sea, among which, the cluster along the river is to adjust iron and steel structure and complete it superiorly; the other one along the sea will focus on improving the quality of steel products, expanding the industry scale and promoting it more stronger and boosting the emergence of a number of high-quality special steel enterprises.
Thirdly, smelters with backward smelting equipment around Lake Tai or along river and canal will be shut down or relocated. Among them, all the smelters within 10 km of Lake Tai or with blast furnaces of 600 cubic meters and below and with rotary (electric) furnaces of 50 tons and below within 20 km must be closed down or relocated before 2020; smelters with blast furnaces of 500 cubic meters and below and rotary (electric) furnaces of 45 tons and below within 40 km must be upgraded and transformed according to the national requirements by the end of 2020.
Fourthly, all independent iron smelting enterprises will be closed down and the number of steel enterprises will be cut to less than 10 in Xuzhou by the end of 2018. By 2020, the smelting capacity will be reduced by more than 30% compared with that of 2017 in Xuzhou, and it will be integrated into one or two large-scale steel joint enterprises with advanced equipment, combination of long and short production processes and low energy consumption and gas emissions.
Fifthly, the related coking capacity of steel industry should be strictly controlled to strengthen the rectification work of coking industry. By the end of 2018, the independent coking enterprises along the river and around the Lake Tai should be shut down; those in other regions will be closed down by 2020. Before the end of 2020, steel-coke enterprises should purchase coke from outer market except those in coastal region (steel enterprises with super large blast furnaces of more than 5,000 cubic meters can retain two supporting coking furnaces of above 7 meters). Xuzhou will implement shutdown, relocation, transformation and upgrading for 11 existing coking enterprises and integrate them into 2~3 comprehensive coking enterprises to reduce the coking capacity by 50% before the end of 2020.
