Hebei to close 12mt iron & steel capacity

Recently, Hebei Province released 2018-2020 work program on closing iron & steel capacity, according to which Hebei will close iron & steel capacity, reduce emission and increase industrial concentration ratio.
To close iron & steel capacity: The overall iron & steel capacity will be below 200mt by 2020 with 12mt closed in 2018. Smelters and companies in iron & steel industry will be reduced to about 70 and 60 respectively by 2020 in Hebei with all zombie enterprises closed in 2018.
To reduce emission: All iron & steel companies in Hebei are required to finish extra-low emission upgrading by 2020, when they would lead in energy conservation and emission reduction in nationwide and recycle 100% of solid waste generated from smelting process. Energy consumption level should be reduced, i.e. the production of each ton of steel could consume 570kg of coal at most, with the industrial added value standing continuously higher than average national level.
To increase four figures: In order to increase industrial concentration ratio, production capacity of top 15 companies should be increased to 90% of that of the whole province from the 58.5% in 2017. Production facilities should be upgraded substantially by changing all converters to ones over 100t and blast furnaces to ones over 1,000m3, except those for producing special steel and casting blast furnaces conforming to conditions on casting pig iron companies. The proportion of mid and high-end products should be increased, i.e. the proportions of steel plate and special plate will go up to over 60% from the 48.5% in 2017 and those of common low alloy steel and alloy steel will go up to over 20% from the 17.7% in 2017. The quality performance should be improved dramatically by increasing proportions of high-strength, corrosion resistance, weather proof and long life quality steel products and high value-added iron & steel new materials in order to help enterprise revenue remain higher than average national level and improve industrial comprehensive competitiveness completely.
