Luoyang issues peak-shifting production scheme in autumn and winter 2017-2018

Luoyang Environmental Pollution Prevention and Combat Leading Group Office recently issued the Peak-shifting Production Scheme for Industrial Enterprises in Autumn and Winter 2017-2018 (“the Scheme”), which specifically requires that iron and steel, coking and aluminum enterprises conduct production cut or suspension.
According to the Scheme, from November 15th, 2017 to March 15th, 2018, iron and steel enterprises (include iron smelting, steel making and steel rolling enterprises, exclude cold-rolling enterprises) shall limit production by 50%;
From October 1st, 2017 to March 31st, 2018, coking enterprises shall prolong the single furnace coking duration to 36 hours, and verify the result by actual amount of coking;
From November 15th, 2017 to March 15th, 2018, refractory enterprises that use high-polluting fuels like fire coal or self-made gas and fail to meet emission standards (amorphous refractory enterprises excluded) shall all suspend production;
From November 15th, 2017 to March 15th, 2018, primary aluminum enterprises shall limit production by over 30% in terms of the number of electrolytic cells; alumina enterprises shall limit production by over 30% in terms of the number of production lines. Carbon enterprises that aren’t equipped with online monitoring facilities for air pollutants shall all suspend production; carbon enterprises that meet special emission standard (PM 10mg/m3; SO2 100mg/m3; NOx 100mg/m3) shall limit production by over 50% in terms of the number of production lines; carbon enterprises that can’t meet special emission standard stably or discharge excessive pollutants shall all suspend production without exception.
