Notice on peak-shifting production and transportation scheme for Changzhi industrial enterprises in autumn and winter 2017-2018

In order to further strengthen air pollution control for improving ambient air quality, reducing heavy pollution effectively and protecting people’s health, Changzhi city has issued the notice on peak-shifting production and transportation scheme for local industrial enterprises in autumn and winter 2017-2018
I. Peak-shifting production period
From 00:00am on October 1st, 2017 to 24:00pm on March 31st, 2018.
II. Related industries and standards
1. Industry to suspend production
(1) All building materials industries including cement plant, building stone plant, lime factory, etc. halt production.
(2) Coal-fired generating units failing to meet ultra-low emissions standard halt production from November 1st, 2017.
(3) All enterprises without installing VOCS treatment facility or failed to meet treatment standard suspend production.
(4) All enterprises in foundry industry suspend production.
(5) Pharmaceutical enterprises or pesticide enterprises with VOCs discharging process suspend production during heating season.
(6) Enterprises that haven’t set up emission control requirement suspend production for reform and rectification.
(7) ll earth-rock engineering including road engineering and water conservancy project and housing demolition shall be suspended during the heating season (from November 15th 2017 to March 31st 2018).
(8)All calcium carbide plants and brown fused alumina plants suspend production.
2. Industries to limit production
(1) Extent production time in coking industry to 72 hours.
(2) Limit production in chemical industry by over 50%.
(3) Limit production in iron and steel industry by over 50%.
(4) Limit production in glass industry by over 15%.
3. Peak-shifting transportation
Major enterprises using vehicles to transport bulk raw material and products shall all carry out peak-shifting production and arrange the transportation capacity reasonably by giving priority in the use of transport vehicles with excellent emission control ability. Railway transportation is considered prior to other modes of transport. During heavy pollution weather, major transport-vehicles-using enterprises are not allowed to transport product reserves in and out of the factories.
III. Requirements
1. People's government of the city or county shall inform local enterprises of relevant requirement in written form upon receiving notification of peak-shifting production scheme, and at the same time improve work measure, lay down a detailed scheme, clarify responsibilities and make the list of enterprises which are to suspend or limit production based on practical situation. In addition, a timely supervision work shall be made by government involved.
2. Related enterprises should enhance the sense of mission and responsibility and lay down the specific plans of production halt or restriction as well as the transportation, which shall be reported to People's government of the city or county for record after the evaluation of experts or examination by letter. On the premise of ensuring the safety of production, enterprise must take the initiate to reduce discharge of pollutant by means of shutting down the whole production lines. Enterprises that fail to meet relevant requirements will be punished strictly in accordance with laws and regulations.
3. Enterprises that are responsible for tasks like heating, coordinated disposal of municipal waste or hazardous wastes shall be checked and ratified of their maximum allowable production capacity according to the amount of assignment undertook, and be approved by the municipal industry department before being reported to municipal government for record; pharmaceutical enterprises and pesticide enterprises that need to keep production due to special circumstances shall report to the provincial government for approval. For major livelihood projects which include earthwork, project construction units can only continue construction upon approval from municipal government.
4. Starting from October 1st, a total 13 inspection teams will focus on inspecting peak-shifting production and transport made by relative enterprises. And enterprises that fail to meet requirements will be forced to suspend production and inspection teams should offer proposals to local government in a timely manner.
5. Carry out quantitative evaluation mechanism. Related government leaders shall be questioned of relatively concentrated problems in production or held responsible for enterprises that fail to meet requirements. In addition, inspections teams that willful refusal to perform duty will also be questioned and punished accordingly.
6. Staring from October 1st, inspection teams shall report production and transportation status and on-site photos to inspection comprehensive coordination group and synchronously send to Inspection Team Wechat Group.
