Hebei tries to control iron and steel capacity at 200 million tons during 13th Five Year Plan

Hebei, the province in China with the largest production capacity for iron and steel, printed the 13th Five Year Plan on Ecological Enviromental Protection in Hebei (hereinafter referred to as Plan), which mentioned that Hebei will realize all “6643” tasks in releasing excessive capacities and basically pass clean production reviews on cement, chemical, petrifaction, non-ferrous metals and other industries by late 2017. Hebei will try to control its annual capacity for coal at 70 million tons by 2020, with that for iron & steel, cement, sheet glass at 200 million tons, 200 million tons and about 2 million weight cases respectively.
The Plan also noted that they will substantially lower the coal consumption and improve purchase volumes for electricity and natural gas in steady steps to make the consumption proportion of non-fossil energy occupy 10% among the primary energy by 2020; they will try to make fuel gas covered all respects of life in all municipal cities and towns. Meanwhile, the centralized heat supply ratio of all municipal cities will reach 80% in 2017 and they will use clean energy or clean fuels in regions where it’s hard to realize centralized heat supply, to basically realize non-coal fuels in all municipal cities. Heavy pollution industries in tranport channel cities such as Shijiazhuang, Tangshan, Langfang, Baoding, Cangzhou, Hengshui, Xingtai and Handan, will conduct measures to ajust or control production from November per year to January next year.
