India makes final anti-dumping ruling on China-related stainless steel coils

On December 23, 2020, the Ministry of Commerce and industry of India announced that it would make a final anti-dumping judgment on stainless steel coils originating in or imported from China, South Korea, the European Union, Japan, Indonesia, the United States, Thailand, South Africa, the United Arab Emirates, Singapore, Mexico, Vietnam, Malaysia, Hong Kong and Taiwan of China.
1 In view of the fact that countervailing duty (China, final judgment on July 4, 2017) and provisional countervailing duty (Indonesia, preliminary judgment on August 7, 2020) are being levied on stainless steel coils originated in China and Indonesia, it is proposed to levy the gap price between the current countervailing duty and the USD454/mt on the products involved in China, and the gap price between the current provisional countervailing duty and the USD167-441/mt on the products involved in Indonesia. If the current countervailing duty and provisional countervailing duty of products involved in China and Indonesia is higher than USD454/mt and USD167-441/mt respectively, no anti-dumping duty will be imposed on the products involved in the case; 2 The specific taxes are as follows: USD67-370/mt for South Korea, USD0-944/mt for EU, USD67-374/mt for Japan, USD237-474/mt for Malaysia and USD336/mt for Taiwan, China . 3 The anti-dumping investigation on the products originated from or imported from the United States, Thailand, South Africa, the United Arab Emirates, Singapore, Mexico, Vietnam and Hong Kong, China shall be terminated, and no anti-dumping measures shall be imposed . The above anti-dumping measures shall come into force on the date of announcement by the central government of India and shall be valid for five years . This case mainly involves products under customs codes 7219 and 7220 of India.
On July 3, 2019, the Ministry of Commerce and Industry of India announced that in response to the joint application submitted by the Indian Stainless Steel Development Association and domestic enterprises in India, stainless steel coils originating in or imported from China, South Korea, the European Union, Japan, Taiwan region of China, Indonesia, the United States, Thailand, South Africa, UAE, Hong Kong Special Administrative Region, Singapore, Mexico, Vietnam and Malaysia will be launched an anti-dumping investigation. The dumping investigation period of the case is from April 2018 to March 2019 (12 months), and the injury investigation period is from 2015 to 2016, 2016 to 2017, 2017 to 2018 and the dumping investigation period.
