Ningxia accelerates reform on mineral resources administration

Recently, Department of Natural Resources of Ningxia Hui Autonomous Region released the "several policies about implementing Ministry of Natural Resources' comments on promoting mineral resources administration reform (hereinafter referred to as 'Several Policies')".
According to "Several Policies", the mining right of exploration and mining projects of rare earths and radioactive mineral resources or significant construction projects approved by the State Council, projects with approved mining rights to further explore and extract deeper or upper same-type minerals by using previous production system, and crack resources without independent mining rights between same-type mines under the same mining right owner can be transferred by signing agreements, while that of others are required to be transferred publicly by inviting bids, auctioning and listing.
Ministry of Natural Resources is responsible for transfer registration of 14 key strategic minerals, while the natural resources authorities of the autonomous region is in charge of the mining right of other minerals and staple minerals mining right transfer registration of coal, coal seam gas, gold, iron, copper, aluminum, tin, antimony, molybdenum, phosphorus and potassium.
The "Several Policies" with a valid period of three years will come into effect on 1 July, 2020.
