General Office of the State Council issues Mining Rights Transfer Reform Scheme

According to the announcement made by the Ministry of Land and Resources (MLR) on June 16, the General Office of the CPC Central Committee and General Office of the State Council of the People's Republic of China have issued the Mining Rights Transfer Reform Scheme (the Scheme). According to the Scheme, the auction will be the major way to transfer mining rights with strict restriction on transferring mining rights through agreement. In addition, the approval powers will be delegated to lower authorities and the supervision will be strengthened. It will take about three years to build the new mining rights transfer system. The Scheme proposes the delegation of approve powders for the exploration and mining rights of 6 kinds of minerals and the mining rights of 11 kinds of minerals.
