On June 20, 2012, the information office of China’s state council released white paper on "China's rare earth situation and policy". The file pointed out that, “China supplied more than 90% of consumption all over the world with only 23% of the rare earth resources”. The rapid development of China's rare earth industry not only met the needs of the domestic economic and social development, and made important contribution to global supply. For a long time, China to joined and abide by the rules the World Trade Organization (WTO) commitments seriously, promoting fair trade of rare earths. While the WTO commitment believed that rare-earth export quotas applied by the Chinese Government were in violation of WTO rules and commitments. Thus China government adjusted the rare earth resource policies to remove the bad effects caused by cancelling export quotas and export tariff.
