Mainstream mills had reduced their steel scrap consumptions since VAT rebate preferential policies were cancelled in 2011. Steel scrap output amounted less than 12% to the total crude steel output in China, and the figure continued to decline. Sources kept cautious attitude toward the steel scrap price trend and noted that demand would not improve significantly in October.
